old PC chips motherboard and .bin files

i downloaded the BIOS upgrade file for my M1531/43 MB and cant figure out what program file to open a .bin file with.
I have a 12 Gig HD installed but this system only recognizes up to a 7.8 Gig HD, any suggestions as to how to fix this would be greatly appreciated.
