Sounds to me that you upgraded from 95-98 which was a bad idea if so.
This is something that should be provided by Windows if the chipset is supported. Try removing the item from the Device Manager then reboot and when the device is found, point to your Windows95/98 cd for the file.
Also, you might be sure you have the latest BIOS update. Visit Toshiba's web site to download the latest and also take a look at the Service Bulletins once while you are there.
